CA puts final stamp on statute calendar

President will make the new constitution public by May 14, 2010.
The Constituent Assembly (CA) on Sunday unanimously endorsed the proposed calendar of events, according to which the new constitution will be endorsed by April 2010.
The calendar plans to promulgate the new constitution of Federal Democratic Republic of Nepal by May 28, 2010, immediately after all CA members sign the final draft and the CA chairman authenticates it.

Prior to endorsing the draft schedule prepared by the CA Secretariat, the Business Advisory Committee on Sunday morning amended the draft, making minor changes to the schedule.

According to the final calendar, 14 different committees-- the Constitutional Committee (CC), 10 thematic committees and three procedures committees--will elect their Chairpersons by Dec. 30.

The calendar gives 12 weeks, instead of 11 weeks (from mid-September to Dec. 10, 2009) to the Public Opinion Collection and Coordination Committee (POCCC) to carry out public hearings, seminars and interaction programmes across the country.

It has given two weeks more -- extending it from seven to nine weeks (January/February 2009) -- for all 10 thematic committees to expedite interaction programmes with civil society, concerned experts and common people and collect opinions before drafting the concept papers to be incorporated in the new constitution within their specified jurisdiction.

Nov 28 fixed for election of vice-chairman

Meanwhile, the Constituent Assembly (CA) has scheduled to elect its Vice-Chairman on Nov. 28.

Immediately after the CA on Sunday endorsed the calendar of events for drafting the constitution, CA Chairman Subas Nembang announced that the Vice-Chairman's election would be conducted on Nov. 28 at 11 a. m.

In accordance with the constitutional provision, it is mandatory for the CA to elect its Chairman and Vice-Chairman before starting the constitution drafting process.

CPN (Maoist), the largest party in the ruling coalition, and Tarai Madhesh Loktantrik Party, the fifth largest party in the CA, have staked claim for Vice-Chairman's position.

Hari Roka, a Constituent Assembly (CA) member nominated by the Maoist party, is also a member of the CA’s Committee on the Distribution of Natural Resources, Financial Rights and Public Revenue. The Committee was recently in the news regarding disputes about land reform. Roka spoke about what issue were being discussed and what continued to sources of conflict between members of various parties
